Rental assistance program details
If you’re a Spire residential customer in Missouri who rents your property – and you’re struggling to pay your bills due to the Coronavirus pandemic, you may be eligible for assistance with your past-due utility bills and rent.
What type of help is available for renters
Assistance may be provided for:
- Rent and utility past-due balances
- The time between April 2020 and up to three months of forward rent and prepaid fuel
- Utility assistance is paid directly to utility provider or landlord
State Assistance for Housing Relief for Renters (SAFHR) overview
- The State Assistance for Housing Relief for Renters (SAFHR) program provides assistance to renters across Missouri
- You may have also heard this program called the Emergency Rental Arrears Program (ERAP)
- SAFHR for Renters provides rental and utility assistance for renters who have been impacted by the coronavirus pandemic
- Assistance is available as noted above for those renters who meet the qualifications
- This program is administered through Missouri’s Housing Development Commission

*NOTE: Everyone in Missouri can apply using the SAFHR for Renters link, or you may choose to apply through your locality. It does not matter if you apply through the SAFHR for Renters program or through your locality.
To apply for any rental assistance program, tenants must:
- Currently live in a residential rental property in Missouri
- Have an estimated household income at or below 80% of the area median income, Household income should be based on the most recent 30 days or the 2020 annual income if the tenant did not become income-eligible in the last 30 days | View income guidelines >
- Have one or more individuals receiving unemployment benefits and/or have experienced a reduction in household income, incurred significant costs or experienced financial hardship due to the coronavirus pandemic
- Applications are available now through September 30, 2022
